- this wiki should exist because the number 23 has come up about every where i look and i think other should realise it

This could be an interesting topic, but I'm not certain that it could draw a large enough community to sustain it over time. I'd strongly suggest instead that you add this material to our semi-Discordian wiki at miriadic (info). There are many like-minded people there who would enjoy working on this with you.
